Hurricane Dorian Updates

Last Updated 09/07/19

Email Update - 09/07/19

09/07/19
1:07 pm

Good Afternoon Hammocks Owners,

This morning, the Board and Staff completed the initial assessment of the property. I am pleased to inform you that the cottages received no noticeable damage apart from some minor condensation.

For "G" week owners and guests: We will be re-opening the cottages tomorrow at 2:00 pm.  The calendar will resume as normal. (attached)

Some important details about the island and the property:
  • We are and will be in clean-up mode all next week. There is quite a bit of natural debris.
  • Please use extreme caution while on property and throughout the island.
    • For example, there are fallen trees and trees that will eventually fall (being removed) in Phase 2 and 3.
  • Please do not pass any caution tape, it has been placed for your safety.

Thank you for your patience.

Best regards,
Annabelle Pivarnik
Interim General Manager

Hurricane Dorian #16
9/7/2019
6:45 a.m.
Dear Residents, Property Owners and Friends:

As of last evening, Duke Energy was able to restore power to the island.  Since then, the Village has been coordinating with Bald Head Island Transportation who received approval from the Coast Guard to operate today, Saturday September 7, 2019, during daylight hours only.

With the progress made by the Emergency Operations support team in clearing road debris and making improvements with the overall safety of the island, and the Damage Assessment Team completing a majority of its assessments, the Village will look to have BHI Transportation resume ferry service starting this morning at 8:00 a.m.  Based on the conditions of the island and the minimal damage received by this storm, a phased re-entry process will not be necessary.  The last passenger ferry will be leaving tonight at 7:30 p.m. If you are planning to leave the island do not wait until the last ferry.

Please note that an initial 7:00 a.m. ferry departure from Deep Point Marina will be for EOC personnel ONLY to return to the island first thing this morning to continue with general cleanup of the island.  Please be mindful of these folks as you travel on the island.

State of Emergency and Mandatory Evacuation Amended
The Mayor will rescind the State of Emergency (including the “voluntary” evacuation order and any curfew) to coincide with the resumption of ferry service at 8:00 a.m. today.

The marinas at both Deep Point and Bald Head Island will be open to private and commercial vessels.

Village EOC
The Village EOC will no longer be active when the State of Emergency is lifted.

It is expected that this will be the last communication regarding the Village’s response to Hurricane Dorian for this weekend.  If you have any questions or concerns regarding this event, please feel free to contact me at the email or phone number below.  Normal business operations will resume on Monday, September, 9, 2019 for the Village Hall and Post Office/Island Package Center.

Thank you,

Village Announcement - 09/06/19

Hurricane Dorian #15
9/6/2019
6:15 p.m.
Dear Residents, Property Owners and Friends:

As of this report, there is still a power and sewer outage on the island.  Cell service has been unreliable but most carriers are now back up and running. (US Cellular is hoping to be back up early tomorrow). The Village has recently spoken with a Duke Energy representative and Duke is still making assessments of the area and working on the mainland outages that continue to impact areas in and around Southport and the island’s service.

EOC & DAT
The Coast Guard approved a ferry run for this afternoon for Emergency Operation Center support personnel ONLY.  Village relief staff, the Damage Assessment Team (DAT), and the Village’s debris contractor arrived around 1:30 p.m. today. Road clearing of trees and other debris, and damage assessments, took place today.  The damage assessments are windshield surveys completed that report to FEMA, NC Emergency Management, and Brunswick County Emergency Services the extent of damages sustained to improved property.

The preliminary damage assessments reported today from the DAT indicated very minor damage (missing roof shingles& loose siding) that was visible on a very small number of homes.  No major damage was reported.

State of Emergency and Mandatory Evacuation Amended
With the great work today of the EOC and support personnel along with the DAT, the Mayor has amended the State of Emergency proclamation as of 6:00 p.m. this evening rescinding the “mandatory” evacuation to a “voluntary” evacuation.  The voluntary evacuation includes a curfew from 10:00 p.m. to 7:00 a.m.  The marinas will remain closed by Bald Head Island Transportation, Inc. until further notice.

Citizen’s Phone Bank
The Village continues to recommend that citizens use the Citizen Phone Bank (910) 454-4226 for all non-emergency questions.  The phone bank will be available to answer questions from 8:00 p.m. – 4:00 p.m. This is not a method to request house checks, sign-up for re-entry, or be added to the business list. This is also not a number to leave your status for families to call in and check on you if you stayed on the island. The Village will continue to answer as many questions as possible via the Village’s Voice messages. Final re-entry decisions have not been made and will not be available on this line until an announcement is made via Village’s Voice and Code Red.

Ferry & Marina Information
For the most up-to-date ferry schedule information you can visit their website HERE. As stated previously, both marinas will remain closed by Bald Head Island Transportation, Inc., the owner of the two properties until the Village’s State of Emergency is rescinded.

The Village will continue to inform you on the post-storm recovery. Follow the Village on Instagram HERE (villagebhi) to see photos and video of EOC activities and island conditions as recovery continues over the next few days. You do not have to have an Instagram account to see the Village’s posts.  You can type instagram.com/villagebhi in your browser and access all posts. We will post as much as we can.

REVISED

Dear Residents, Property Owners and Friends:

The following CodeRed message was recently sent to all subscribers:

The Village of Bald Head Island is still without power and sewer services. There is no estimated time for power restoration, Duke Energy is still doing assessments and will update the Village as soon as possible. The Coast Guard has approved a ferry run for this afternoon for Emergency Operation Center personnel ONLY – this will consist of Village relief staff and the Village’s debris contractor. The decision on when the ferry service will resume, to transport island residents, has not been made.  Bald Head Island Marina and Deep Point Marina are still closed.

Future communications will likely go via CodeRed first and the Village’s Voice in order to get messages out quickly and to capture those who may be without internet service.  To sign up for CodeRed please go HERE.   THIS EDITION IS REVISED TO CORRECT THE CODE RED LINK.

Hurricane Dorian #13
9/6/2019
9:00 a.m.
Dear Residents, Property Owners and Friends:

Hurricane Dorian has moved out of the area. Village officials are now performing initial assessments of the island. The Emergency Operations Center (EOC) is still active. Officials will be mapping hazards and several Village staff have already been mobilized to check flood prone areas, roads, and utilities. A few initial assessments:

  • 80% of North Bald Head Wynd is blocked by large trees.
  • South Bald Head Wynd is clear with minor flooding.
  • The marina area is fairly clear.
  • Lighthouse Wynd is fairly clear.
  • The bypass lagoon gate is opened.
  • There is flooding on Spike Rush.
  • Federal is blocked off at Palmetto.
Several photos have been posted on Instagram HERE
The Village will continue posting here throughout the recovery.

As of this report, it appears that there is still an island-wide power outage.  The Village is working with Duke to receive an assessment on mainland power infrastructure affecting Bald Head Island’s outage and estimated time of restoration.
The Village remains under a State of Emergency (SOE) and mandatory evacuation order. Residents who stayed on the island are to remain sheltered in place until an assessment is made and the SOE and mandatory evaluation is rescinded.  You can still be cited and fined if you are found away from your property.  As soon as the SOE and mandatory evacuation is rescinded this information will be distributed via the Village’s Voice and Code Red.

REMINDERS:

Re-Entry
Property Owners (with structures on your property): Property owners must register with the Village HERE.  Village officials have been in regular contact with Bald Head Island Transportation, Inc. regarding plans for resuming ferry operations.  Please note that the decision to allow the ferries to run again is not up to the Village or Bald Head Island Transportation, Inc., the decision is made by the U.S. Coast Guard.

Home Inspections
The home inspection program has been discontinued.  It was recommended by the Hurricane Florence Task Force, and approved by Village Council, as the number of properties is now too excessive.  There were considerably fewer homes when it was utilized for past events. The Village will not be able to accommodate these requests for Hurricane Dorian damage.  The Village, via the Damage Assessment Team, will perform windshield surveys that are needed to determine approximate damage costs to provide to Brunswick County, North Carolina Emergency Management, and FEMA.

Citizen’s Phone Bank
The Village continues to recommend that citizens use the Citizen Phone Bank (910) 454-4226 for all non-emergency questions. This is not a method to request house checks, sign-up for re-entry, or be added to the business list. This is also not a number to leave your status for families to call in and check on you if you stayed on the island. The Village will continue to answer as many questions as possible via the Village’s Voice messages.

Re-entry decisions have not been made and will not be available on this line until an announcement is made via Village’s Voice and Code Red.

Ferry & Marina Information
The Deep Point Marina and Bald Head Island Marina remain closed by order of the Coast Guard as of this message. For the most up-to-date ferry schedule information you can visit their website HERE.

Special Needs Individuals:  If you need medical assistance or are experiencing an emergency, please call 911.

Village Announcement - 09/05/19

Hurricane Dorian #12
9/5/2019
6:00 p.m.

Dear Residents, Property Owners and Friends:

Bald Head Island is currently under a tornado watch, flash flood watch, hurricane warning, and storm surge warning. The Village continues to be cautious in monitoring the potential storm surge relative to the high tide cycle.  Depending on the timing of the storm’s arrival, storm surge could be more significant with wave runup, erosion, and damage to the island’s frontal dunes, in some areas possibly becoming breached by the ocean.

Some key information from the 5:00 p.m. NWS advisory:
  • Dorian is moving toward the northeast near 10 mph and this general motion is expected to continue with an increase in forward speed through Saturday.
  • On the forecast track, the center of Dorian will continue to move close the coast of Eastern South Carolina for the next several hours, then move near the coast of North Carolina tonight into Friday (a closer look at the track via Hurrevac shows the center of the storm closest to Bald Head Island between 10 and 12 p.m.).
  • Tropical storm conditions are spreading along the coast of North Carolina, and hurricane conditions are expected to begin during the next few hours.
  • Tornadoes are possible through early Friday across eastern North Carolina into southeast Virginia.
Stormwater Inspection
The Village Manager and Assistant Manager recently made a pass to inspect storm water infrastructure and water levels before conditions and visibility worsened.  Video and photos were posted on Instagram.  (www.instagram.com/villagebhi).

Mandatory Evacuation
The Village remains under a State of Emergency (SOE) and a Mandatory Evacuation.  To clarify, there are no curfew times set because there is a mandatory evacuation order.  Those who remain on the island should be sheltering in place for the duration of the mandatory evacuation and are subject to receive citations and fines if they are located outside of their own property. Sheltering in place will be critical as conditions worsen tonight. Please do not put yourself in or Village Public Safety Officers in harm’s way.

The Village strongly urges those who stayed on the island to continue to shelter in place even after the storm passes so that Village officials can travel the island freely and remove any present hazards.  Your presence outside of your property can endanger you, place an extra burden on Public Safety Officers, and could greatly impact by delaying the Village’s ability to move forward with the re-entry process. Please wait until officials rescind the Village’s State of Emergency and mandatory evacuation orders (the Village does not have to wait for the Governor). You can still be cited and fined if you are found away from your property. As soon as an assessment is made and SOE and mandatory evacuation orders are rescinded this information will be distributed via the Village’s Voice and Code Red.

Duke Energy Update
From Duke Energy:
“After the storm has passed, crews first must assess the extent of damage – which can sometimes take 24 hours or more – to determine which crews, equipment and supplies are needed before repairs can begin. Crews will also work to restore power while damage assessment occurs as conditions allows. This will not only involve ground crews, but aerial surveillance helicopters and drones in hardest-hit areas. Here are aerial images you are welcome to share of our staging area at Walnut Creek in Raleigh. About 1,500 crews are here ready to tackle Hurricane Dorian. Crews will be dispatched to the hardest hit areas once it is safe to do so.”

Citizen’s Phone Bank

Hurricane Dorian #11
9/5/2019
 12:45 p.m.
Dear Residents, Property Owners and Friends:

Bald Head Island is currently under a tornado watch, flash flood watch, hurricane warning, and storm surge warning. Bald Head Island received a tornado warning early this morning. The area has been receiving wind gusts and sporadic rainfall from Dorian’s bands.  Tree branches are falling, and some have fallen onto the roads. Roads are ponding from the rainfall.

Key points from the latest NWS-Wilmington briefing with BHI and County officials this morning:
  • Major impacts will be coastal flooding from storm surge (4-7 feet), power outages, some structural damage, and life-threatening flash-flooding expected.
  • The hurricane is weakening as it approaches the Cape Fear traveling north east at 8 mph.
  • Winds are arriving slower than expected and will increase this afternoon.
  • Hurricane force winds are expected tonight.
  • Wind gusts are expected to be stronger in Bald Head Island with peak gusts up to 110 mph.
  • Rainfall predictions are 6-10 inches and 12 inches in isolated areas.
To find the latest NWS-Wilmington briefing go HERE.

Sheltering in place will be critical as conditions worsen today into the night. Please do not put yourself or Village Public Safety Staff in harm’s way.

There was an error in the previous message regarding alcoholic beverages it should be written as follows:  RESTRICTIONS ON POSSESSION, CONSUMPTION, OR TRANSFER OF ALCOHOLIC BEVERAGES.  There shall be no selling of, transfer of or consumption of alcoholic beverages in licensed establishments until the State of Emergency is no longer in effect.

Village Announcement - 09/04/19

Hurricane Dorian #9
9/4/2019
11:15 a.m.
Dear Residents, Property Owners and Friends:

The Village is currently under a State of Emergency and a Mandatory Evacuation was issued by executive order of the Governor of North Carolina yesterday afternoon which was effective at 8:00 a.m. today. Bald Head Island is currently under a hurricane warning.  Among other storm factors, the Village is cautiously monitoring the potential storm surge relative to the high tide cycle (high tide 1:52 a.m. Friday) as the storm is projected to pass Bald Head Island at 2:00 a.m.

Re-Entry
The initial re-entry back to the island will include members of the Village Emergency Operations Center (EOC).   Members of the EOC will conduct an initial safety sweep to assess the overall condition of the Island.  Following the initial safety assessment, the Mayor, in conjunction with the Village Manager and Public Safety Director as the Incident Commander, will make the determination if the island is safe for re-entry.  The members of the EOC will perform the initial safety assessment of the Island.
Once the EOC has completed an island-wide assessment and it is determined there are no apparent exceptional safety hazards or risks of general applicability and restoration of ALL municipal services is available to the public, the Mayor will amend the State of Emergency so that the process of re-entry can start.

The following re-entry guidance will be taken into consideration by the EOC, specifically the Incident Commander, Mayor, and Village Manager (in consultation with other EOC Team members), with “SAFETY” being the fundamental consideration in making decisions for the re-entry of the public following a mandatory evacuation.

Given uncertainties when dealing with natural hazards, particularly with tropical storms and hurricanes, if/when it is determined by the EOC that a phased re-entry process is required, the following re-entry principles will be taken into consideration:

  1. Re-entry will prioritize, to the maximum extent practical and safe, residents of the island or their agents or contractors, in order to restore occupancy, repair damages and mitigate harm and hazardous conditions.
  2. Re-entry will prioritize, to the maximum extent practical and safe, consideration by the EOC for island re-entry by specific island geographical areas based on availability of access, power, water, and sewer.
  3. Re-entry will prioritize, to the maximum extent practical and safe, on-island food establishment operators who will have to pass the Brunswick County Health Department inspection before reopening to the general public once they return.
  4. Re-entry will prioritize, to the maximum extent practical and safe, businesses that have established agreements with the Village to provide initial 1st responders with specific services & products as part of the EOC’s post-storm response and/or recovery efforts.
Property Owners (with structures on your property): Property owners must register with the Village HERE.

Special Needs Individuals:  If you require special needs for medical conditions that may be affect you during this event,  please contact me (cfaulkner@villagebhi.org or 910-457-9700 ext. 1025 or the phone bank during activation).

Ferry & Marina Information
The Village has been in communication with Bald Head Island Transportation, Inc., which has indicated that the last ferry will be leaving Bald Head Island at 2:30 p.m. today. The last ferry will be leaving Southport to Bald Head Island at 12:00 noon today.  The Deep Point Marina and Bald Head Island Marina will close at 4:00 p.m. tomorrow by order of the Coast Guard.

Mandatory Evacuation
Residents who have chosen to remain on the island and who leave their property while this order is in effect may be issued a citation and fine, and that a separate fine can beimposed per sighting. Village Public Safety resources are needed elsewhere during these events. A mandatory evacuation means that you are not guaranteed emergency services if you choose to stay.

The potential for loss of power, water, sewer, and communications (including VOIP phone, cable, cell service) remains a possibility.  There also will be no options for transportation, whether it be the ferry (see update below) or golf cart as roads may likely become impassible with this storm. Standing water is also very likely and could create a potential health hazard and could be populated with alligators and snakes in unusual areas so kayaking, wading, etc. is not recommended.

The Village has high water vehicles on the island which will be mobilized as soon as it is safe to check the conditions of the island and to ensure that utilities that are not functioning are restored as quickly as possible.  The Village will be in contact with Duke Energy throughout this event. There are no plans to disconnect power from the island (or any other utilities).  If there is a disruption or outage it is likely due to the storm. As Duke Energy customers, the Village highly recommends that property owners contact Duke Energy directly for outage information at 1(800) 419-6356. The Duke Energy text service for customers cannot differentiate between Bald Head Island customers and Southport customers and was determined to be inaccurate during the last storm.

Hurricane Dorian #7
9/3/2019
12:45 p.m.
Dear Residents, Property Owners and Friends:

The Village is currently under a State of Emergency and voluntary evacuation. Bald Head Island is currently under a hurricane watch.  Please read this message carefully as it has several pieces of information that are new and specific to the Village of Bald Head Island.

Hurricane Dorian Update
Key points from the latest National Weather Service (NWS) Wilmington, NC briefing:
Tropical storm force winds are likely, & hurricane force winds are possible too – especially along coastal areas.
  • The storm’s closest approach will be Thursday & Dorian will bring a variety of impacts to the area.
  • These impacts could be greater, especially if the storm tracks closer to the coast - versus farther offshore.
  • Marginal risk for isolated tornadoes Wednesday night for portions of the upper SC coast.
  • The risk will extend from the upper SC coast to the southeast NC coastal areas Thursday.
  • Flash flooding is likely, especially Wednesday night through Thursday night, with 6 to 10 inches expected along coastal areas. Isolated amounts up to 15 inches are also possible.
  • Minor to moderate river flooding will be possible as a result, especially along the Cape Fear, Northeast Cape Fear, Black (in NC), and Waccamaw rivers.
  • ·The risk for storm surge is increasing and is likely to peak during Thursday. However, the amount of inundation is highly dependent on storm’s track.
  • Building swells will continue to support strong rip currents and rough surf.
  • More severe marine conditions are possible, especially during Thursday.
The Village is monitoring the tides relative to the storm and at this point in time the conditions are favorable with a low tide as the storm is projected to pass.

Brunswick County will open two shelters Wednesday, Sept. 4 at 8 a.m. for residents in anticipation of Hurricane Dorian (locations below-both are pet friendly).  For more Brunswick County updates go HERE. Please be advised that these are the only public shelters that will be available in the County, there is not a shelter on the island.

Village EOC
The Village Emergency Operations Center (EOC) is anticipated to be fully open tomorrow morning at 8:00 a.m. A phone bank will be opened concurrent with the opening of the EOC, the phone number will be released in a future message.
EOC Team met first thing this morning to continue with pre-storm planning and discuss, if based on any significant changes to the forecasted track with an increase in intensity (i.e. Cat 3), whether to issue a mandatory evacuation. The intensity of this storm has not increased to the level that the Village will issue a mandatory evacuation at this time.  In case there is a mandatory evacuation, and to answer questions from the public please read the following:

Property Owners (with structures on your property): Re-entry passes/cards are no longer used.  Property owners must register with the Village HERE.  The re-entry procedure, if required, will be determined based on a number of factors including guidance from the Emergency Operations Team, Mayor and the Public Safety Director.

Businesses: Re-entry passes/blue cards were not distributed this hurricane season. The Village is still collecting contact information for businesses, so if you represent a business on the island, please contact me (cfaulkner@villagebhi.org) so that you can be placed on the contact list for consideration of any re-entry.

Contractors: The Village is collecting contact information from contractors, that if identified as a Village asset and needed, will be contacted by the Village EOC for assistance with recovery efforts. If you can assist, please contact me (cfaulkner@villagebhi.org) and provide your  contact information along with your assets (equipment, number of workers, etc.) and capabilities.

Special Needs Individuals:  If you require special needs for medical conditions that may be affect you during this event,  please contact me (cfaulkner@villagebhi.org or 910-457-9700 ext. 1025).

REMINDER: Please be aware that based on the Village’s experience with Hurricane Florence last year, that if there is a mandatory evacuation, residents who remain on the island and who leave their property may be issued a citation and fine, and that a separate fine can beimposed per sighting. Village Public Safety resources are needed elsewhere during these events. A mandatory evacuation means that you are not guaranteed emergency services if you choose to stay.

REMINDER: The potential for loss of power, water, sewer, and communications (including VOIP phone, cable, cell service) is a possibility. The Village has requested high water vehicles from the County EOC in preparation of this storm. These vehicles will be used, if supplied and needed, to assist Village Staff in restoring infrastructure so that re-entry can take place as quickly as possible.

Transportation
Bald Head Island Transportation, Inc. has indicated that ferry service will be impacted as early as Wednesday.  More certain time of last ferry departure from the island will be issued after 2:00 PM today.  They expect the ferry service will be curtailed throughout the day on Thursday and into Friday morning.

For the most up-to-date ferry schedule information you can visit their website HERE.

Village Pre-Storm Activities
Village Staff will continue preparations today.  This includes finishing up the removal of public trash receptacles, topping off equipment and generators with fuel, tying down items, and making sure equipment is running and spare parts are available. The Disaster Assessment Team is on standby and will be mobilized as soon as roads are passable after the storm.

Village Services – Please Review the Changes
Village Hall will be closed Wednesday and Thursday.  Friday’s schedule is contingent upon ferry services resuming and conditions on the island.  Trash service just transitioned to once a week service following the end of season and the Labor Day holiday.  Green areas were picked up yesterday (Monday) and Waste Industries on the island today (Tuesday) to pick up the yellow areas. See map below. If you are in the green area and you cleaned out your refrigerator after trash was picked up yesterday (or if you are not sure) please email me (cfaulkner@villagebhi.org) and we will attempt to have Waste Industries pick up today before they leave the island for the week.

The Village Post Office and Island Package Services will be closed Wednesday and Thursday (sorry for the confusion they are open today until close of business) and may be impacted Friday. The Village will be in contact with the Southport post office and Deep Point Marina regarding the holding of mail and packages until the ferries and barges are re-opened after the storm. If you are expecting medications through the mail, please be aware that delivery may be impacted, and you may not receive your package on-time.

The Village will continue to inform you on the progress of this storm until its impacts no longer affect Bald Head Island.

Thank you,
